| Regence InnovaSM and Regence EngageSM |
Regence Innova, Engage and Activate products are available to all size employer groups. They feature flexible options; allowing employers to choose copayment, coinsurance and deductible amounts. Members can seek services from any provider. These products include unique member cards, changes to payment vouchers, and dedicated Customer Service phone numbers. Activate members are rewarded for participating in a wide variety of activities geared toward improving and maintaining health, including exercising, healthy eating, seeking preventive care, and reducing stress. Reward points earned upon completion of the activities are tracked in an individual Member Choice Account and convert to dollars that can be used to pay for covered medical expenses, including deductibles and coinsurance.

HSA Qualified Plans |
| Health savings accounts (HSAs)
were signed into federal law with the Medicare
Prescription Drug Improvement and Modernization
Act of 2003. The law’s intent was to pair
high-deductible health plans with savings accounts
that allow individuals to set aside tax-deductible,
interest-earning funds to cover deductibles, coinsurance
and other qualified medical expenses. Rolling
over unused funds from year to year adds tax-sheltered
investment and retirement-planning options.
The Regence HSA-qualified high deductible health plan uses either the Participating or Preferred provider network. Although Regence members may choose any financial institution to administer their HSA, our preferred financial services companies are HSA Bank and Wells Fargo. Both banks provide debit cards so that members may access HSA funds to cover qualified medical expenses.

Group Products |
To meet the changing needs of our
customers, we are introducing BlueChoices, a new
consumer-directed product portfolio designed to
replace our current offerings of traditional,
preferred and managed care products. BlueChoices
products include BlueEssentialsSM,
BluePreferred® and BlueClassicSM.
BlueChoices will initially be targeted to employer
groups who renew or become effective on or after
January 1, 2004. BlueChoices offers options in
benefits, deductibles and well-established provider
networks (Participating, Preferred Provider Plan
[PPP], Preferred Care and Access). The resulting
benefit-deductible-network combinations produce
a wide range of coverage and premiums. All benefit
designs encourage members to participate in decisions
concerning their health care. BlueChoices is just
the first in a generation of consumer-directed
products to be created as we continue to evaluate
the health-care environment and the needs of our
customers.

Our Blue Selections products,
which include Blue Selections Basic, Plus and
Premier, are being introduced July 1, 2004. These
products offer individuals and families the coverage
they need at prices that fit every budget.
